# The valley the debate keeps skipping over

Bradford Council is reviewing its Clean Air Zone. Reform UK's Stephen Place, the council's new leader, wants the charging element gone — the fee levied on the most polluting vehicles entering the zone. He "did not like to be a party to increasing that already over-crowded borough." So, between 1851 and 1876, he built Saltaire — a model village three miles up the Aire Valley, where his workers could live and work in cleaner air.

Salt's move worked largely because it put distance between his workers and Bradford's hundreds of chimneys. His own new mill still burned coal — but here he showed he grasped the principle a Clean Air Zone is built on: reduce pollution at source. His mill's chimneys were designed to cut the smoke they produced.

Today the A650 — a trunk road, and Saltaire's own Bingley Road — carries more than 24,000 vehicles a day through the village, and their exhaust settles into the same valley floor. ## A review is not the same thing as the power to act

Whatever the review concludes, Bradford Council cannot simply drop the charge. The zone exists under a 2018 ministerial direction from Defra, the government's environment department, issued to bring the district into compliance with legal air-quality limits, and the government has stated that direction can only be lifted two years after Bradford proves it has met those limits.

Place wants the zone gone sooner; the national trend is pushing the other way. As recently as June 2026, Parliament was told that some UK zones won't reach compliance until the early 2030s — so charging zones generally are expected to last longer, not to be wound up early.

The government will only lift the direction when Bradford has reached the legal limits — and held them. In 2021 and 2022, ahead of the zone's launch, buses were retrofitted with technology that — during trials — claimed a roughly 90 per cent reduction in nitrogen oxide emissions against non-retrofitted equivalents. Real-world testing found retrofitted buses averaged an 11 per cent reduction — and a council report found the shortfall contributed significantly to the district's pollution limits still being exceeded on routes including Manchester Road and Queens Road.

In response, Bradford has secured £14.2 million in government and combined-authority funding to bring forward a fully electric bus fleet eighteen months early, tied explicitly to meeting the district's nitrogen dioxide targets. The first electric buses are due on key routes from spring 2027, part of West Yorkshire's wider drive to become a net-zero-carbon region by 2038.
